Clayton considers rezoning for new townhouse development on East Front Street

A request has been submitted to rezone approximately 4.19 acres of land within the Town of Clayton from a Residential Planned District (PD-R) to a Conditional Residential (CZR) zoning district. The proposal, known as Arbors at East Village Phase II, involves a Type 3 Conditional Rezoning with an associated Concept Plan. If approved, the plan would allow for the construction of 45 multi-family townhouse-style dwelling units.

The properties involved are identified by NC PINs 166806-48-6804, 166806-49-3499, and 166806-39-9260 and Johnston County Tax IDs 05037010R, 05037011A, and 05037010P. The location is on the northerly side of East Front Street at its intersection with Bent Branch Loop. One address is listed as 60 Bent Branch Loop; two other addresses remain unassigned.

The Planning Board reviewed the rezoning request during its meeting on February 23, 2026, and recommended approval to the Town Council.

A public hearing regarding this rezoning application is scheduled before the Town Council on March 16, 2026, at 6:00 PM in the Council Chambers at 111 E Second St., Clayton.
