April Espinal, a Procurement Analyst and resident of Clayton, is dedicated to supporting her community through her work in the Town’s Finance Department. Espinal describes her motivation for joining the team: “I have always wanted to assist with the Town of Clayton. Joining this team allowed me to serve my community in a meaningful way, and I really appreciate that.”
The Procurement Division is responsible for purchasing goods and services needed by all municipal departments. This includes everything from construction projects to routine supplies. The division follows legal requirements and regulations to ensure public funds are managed properly and maintains fair relationships with vendors.
Espinal emphasizes the importance of transparency and accountability in their work. “We are committed to maintaining integrity, accountability, and service for our departments, residents, and vendors. Clear communication is key, so everyone understands how resources are used,” she said.
Her interest in procurement developed from an appreciation for government operations and financial systems. She explains, “I enjoy accounting and math, but procurement is more about learning the policies and regulations. It is challenging, and it pushes you to understand more than just numbers.”
Each day involves reviewing purchase requests, monitoring transactions, and ensuring all procedures follow established guidelines. Espinal notes that this attention helps protect employees as well as public resources: “We take the time to examine each purchase because we are looking out for staff, the Town, and its residents,” she added. “Following the rules is not about slowing down the process. It is about managing potential issues and making sure public funds are used responsibly.”
Espinal works closely with other town staff to identify needs, manage budgets, guide them through procurement steps, and provide training on relevant policies. She says: “All of our staff complete training to learn the policies and laws for procurement. We are here to guide them, answer questions, and make sure purchases are handled carefully.” According to Espinal, this approach helps ensure consistency across departments.
The division also communicates regularly with vendors so they can better navigate processes when working with Clayton’s government offices: “Having strong communication with vendors makes it easier for them to work with the Town and helps us provide better services to the community,” said Espinal.
March marks National Procurement Month—a time when municipalities like Clayton recognize those who contribute behind-the-scenes by planning purchases thoughtfully while promoting transparency within local government operations.
