County of Johnston issued the following announcement on May 16.

  • $1,000 lease signing bonus for new Landlords to the Johnston Co HAPP Program
  • $500 lease signing bonus for a Landlord who re-rents to a HAPP Tenant once their current HAPP Tenant moves out 

Benefits of the HAPP/HCV Program:

  • Puts money into pocket of local Owners and puts additional $$ into the local community
  • Provides Tenants with limited income and resources the opportunity to afford decent, safe and sanitary housing in our area. So many good people are being pushed out by large corporations who are coming in and buying up properties and pushing up rents
  • Guaranteed rent and timely payments via Direct Deposit each month
  • HAPP versus traditional renters: We are aware that sadly there is a stigma attached to the term
    “Section 8”. However, we would love the opportunity to show you that a HAPP renter is no differ­ent than your traditional renter. Plus, our participants have incentive to pay their portion of rent timely, and to keep the property damage free. Otherwise, if we are made aware of these types of violations the participant could face termination from our program, and lose this very valuable benefit

Additional Information:

  • To qualify for a $1000 New Landlord incentive bonus: Owners must be new to the program, or have not rent­ed through our program within the last 24 months
  • To qualify for a $500 lease signing bonus: Returning landlords must re-rent a property recently vacated by a HAPP Tenant to a new HAPP Participant within 60 days
  • Tenants must sign a 12 month lease agreement
  • Incentive payments will be made in two parts-Half within 30 days of rental. The remaining balance after 6 months
