Town of Clayton issued the following announcement on Oct. 28.
A section of Horne Street will be closed on Tuesday, Wednesday and Thursday from 9 a.m. to 4 p.m. to allow for some clearing related to the upcoming Town Hall parking lot expansion. A half block section of Horne will be closed from Fayetteville Street to just before the Horne Street entrance to the Town Hall/Clayton Center parking lot. Drivers will still be able to enter and exit the Town Hall parking lot and traffic on Fayetteville can flow as normal. Thru-traffic can detour one block to Second Street to detour around this temporary work.
Earlier this year, Town Council approved the request to rezone three parcels located at Town Hall/The Clayton Center, 111 East Second Street, as well as two smaller parcels at 117-121 Horne Street. The parcels currently include green space, two vacant single-family homes and the two historic schoolhouses which were renovated into our municipal/performing arts/conference center complex. The request was to change these properties from Residential-6 (R-6) and Office-Institutional (O-I) to Public Facilities (PF). Later, town leaders approved the plan to redevelop the existing parking lot at Town Hall, incorporate the two new parcels, permanently close off a portion of Horne Street, and incorporate all of that land into a new, larger parking lot.
At a meeting with adjacent property owners, residents shared concerns about lighting, buffers and additional traffic. A traffic study showed the possible impact of the project, likely redirecting traffic to Second Street. A temporary test closure was studied by an engineering firm. The new parking lot will accommodated expanded parking for Town Hall/The Clayton Center, Town Square, the Clayton Library and neighboring Horne Memorial United Methodist Church. The expansion will more than double the number of parking spaces available for employees and visitors from 41 spaces to 110. The church entered an agreement with the town for the parcel with the two vacant homes and those will soon been removed.
