***Notice for the May 4, 2020 Board of County Commissioners Meetings***

Due to continued restrictions on mass gatherings for the COVID-19 Coronavirus Pandemic by the Governor’s Office please see the following announcements regarding the May 4, 2020 meetings of the Johnston County Board of Commissioners: 

  • The Johnston County Public Utilities System Development Fee Analysis Public Hearing originally scheduled to be held during the May 4, 2020 10:00 a.m. Board of County Commissioners Meeting is postponed until the June 1, 2020 10:00 a.m. Board of County Commissioners Meeting. 
  • The May 4, 2020 6:00 p.m. Board of County Commissioners Meeting has been canceled. Public hearings for rezoning cases 03-46 MOD (Applicant: Martin Marietta Materials, Inc.) and 20-01 (Applicant:  JC Econ Dev Corp) will be held at the June 1, 2020 6:00 p.m. Board of County Commissioners Meeting.   
  • The May 4, 2020 10:00 a.m. regular meeting of the Board of County Commissioners will be held in the Second Floor Meeting Room of the Public Library of Johnston County and Smithfield located at 305 E. Market Street in Smithfield, N.C. The public will not be allowed to physically attend; however, the meeting will be livestreamed on Johnston County Government’s Facebook page at facebook.com/jocogovNC.  If there are any citizens that had planned to address the Board during Public Comment at this meeting, we ask for those citizens to e-mail their comments to Clerk to the Board Paula Woodard at paula.woodard@johnstonnc.com by Friday, May 1, 2020 at 5:00 p.m.  The Chairman will present those comments during the Public Comment time on the agenda at the meeting.

PUBLIC NOTICE

SPECIAL MEETING OF THE JOHNSTON COUNTY FINANCE CORPORATION

NOTICE IS HEREBY GIVEN that there will be a special meeting of the Johnston County Finance Corporation (whose membership consists of the Johnston County Board of Commissioners) on Monday, May 4, 2020 immediately following the 10:00 a.m. regular meeting of the Johnston County Board of Commissioners.  The meeting will be held in the Second Floor Meeting Room of the Public Library of Johnston County and Smithfield located at 305 E. Market Street in Smithfield, N.C.  Please note that due to continued mass gathering restrictions as outlined in Executive Order 121 for the COVID-19 Coronavirus Pandemic, the public will not be allowed to physically attend this meeting; however, the meeting will be livestreamed on Johnston County Government’s Facebook page at www.facebook.com/jocogovNC.

The purpose of the meeting is to approve a plan to finance the construction of the new Johnston County Detention Center in an amount not to exceed $60,000,000 and the plan to refinance all or a portion of certain existing obligations of the County and six water districts created by the County in an amount not to exceed $112,000,000, through one or more installment financing contract(s) between the County and the Johnston County Finance Corporation, including the approval of any and all related documents and matters.  Further, the Finance Corporation will elect a Secretary/Treasurer and Assistant Secretary.
