Town of Clayton issued the following announcement on July 3.
Clayton Launching Erosion Control/Stormwater Program
Town of Clayton Engineering staff are developing an Erosion Control and Stormwater program to protect our rivers, streams and other precious water resources.
Staff is creating ordinances, policies and procedures that will help support this program and would like the public's input and feedback on the following two DRAFT ordinances:
Erosion and Sediment Control
Illicit Discharge
The Erosion and Sediment Control Ordinance is based on the State of North Carolina’s model ordinance and has been initially reviewed by Department of Environmental Quality staff. The draft ordinance aligns with the Sedimentation Pollution Control Act and the Town’s National Pollutant Discharge Elimination System (NPDES) Phase II Permit. The proposed ordinance aligns with state requirements and other delegated programs such as Johnston County. Following public input, staff will go before the Sedimentation Control Commission (SCC) for an informal review. The ordinance will then go to Town Council for adoption prior to the Town requesting formal delegation from SCC. Staff anticipate this ordinance going into effect on January 1, 2021.
The Illicit Discharge Ordinance is based on the Town’s NPDES Phase II permit minimum measure Illicit Discharge Detection and Elimination that requires the Town to control connections and discharges into the Town’s Storm sewer system. Staff anticipate this ordinance going into effect on August 3, 2020.
